Field notes on my neighborhood

My neighborhood tends to have a lot of lazy neighbors who can not even respect the garbage bins that the government has put on the side of the road, consequently we can see a lot of garbage on the street. Due to the facts that we have those kind of neighbors we can see a lot of people sick in my neighborhood. Near the fact that we can have many sick people we risk having the highest percentage of deaths in our neighborhood. Now the question is what can we do to solve this problems? On my point of view, I think the government should put police out if they see someone throw garbage in the ground they should punish by giving them $50 fine just like they do for people who don't pay the bus.
